The text of the amendment is divided into two clauses and is, as a whole, ungrammatical: \u201cA well regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed.\u201d The courts had found that the first part, the \u201cmilitia clause,\u201d trumped the second part, the \u201cbear arms\u201d clause.
